Policy Governance®, designed by Atlanta-based Dr. John Carver, is a set of conceptually complete and internally consistent principles that address the job of any governing board. It proposes a method of governance that ensures a board's ability to be accountable for the organization it governs. The delegation principles of Policy Governance enhance the accountability of staff to the board, and allow the board to control staff actions and decisions without interfering in their work or reducing their prerogatives.
